On April 21, 2025, both The Source Overnight youth Shelter & Chase House were temporarily closed due to a series of administrative and licensing concerns. During a recent routine licensing audit, the Colorado Department of Human Services (CDHS) identified a few administrative compliance items related to staffing requirements. All staff had undergone background checks. However, staff background checks completed over the past year needed to be reprocessed to meet the CDHS’s processing requirements. Due to this, TGTHR has had to temporarily close both programs, effective immediately, while we work quickly to meet all the requirements.
As of Thursday, May 8th, all required updated background checks and staff trainings have been completed. Our dedicated staff went above and beyond to expedite this process, with many team members driving to Colorado Springs and Greeley to complete the necessary paperwork. We are now working closely with the State to prioritize the reopening of these critical programs, which we expect to have clearance to do next week.
To clarify an important point: Every TGTHR employee had completed and passed background checks and had previously gone through adequate training. The closure resulted from an administrative error in properly reporting these results, not from any safety concerns about our staff.
While these closures are necessary for regulatory compliance, we remain fully focused on the well-being of unhoused youth in our community, and despite these challenges, we have continued to serve young people without interruption:
- Limited drop-in services continue at our 1440 Pine location.
- Our Street Outreach teams remain active throughout Boulder.
- Virtual supportive services are available for those who need support.
- Our housing programs at Nest56 and 1440 Pine remain fully operational.
In addition, we are in contact with many program participants to ensure they can return to our programs once they reopen. We continue to see success stories, such as two youth who had been living on the streets and utilized our outreach services have secured stable housing, and another formerly homeless youth has been reunited with family and is now employed. It is stories like this that remind us why this critical work must continue as quickly as possible.
Our commitment to young people and their safety remains our highest priority, and we are pleased that our teams have continued to show up in our values and for the young people we serve, ensuring youth still have daily access to case management, referrals, and a safe, welcoming space.
Looking ahead, we are implementing comprehensive measures to prevent similar situations, including enhanced staff training with state partners, establishing an internal audit process, and updating relevant policies and procedures. We remain committed to transparency and will continue to provide regular updates as we progress toward reopening.
We are deeply grateful for your continued support during this challenging time. Your partnership is what enables us to adapt quickly, maintain essential services, and continue making a meaningful difference in young people’s lives.
With gratitude,

Annie Bacci
